District 1
Melonie Inzetta
Melonie Inzetta holds a Bachelor of Arts from Mercer University and a Master of Education from Troy State University. She has 16 years in the Florida education system; 3 years teaching for the Department of Corrections, 3 years teaching Middle School Credit Recovery and Math for Franklin County School District, and 9 years in Afterschool Programming, 5 years for Franklin County Schools, and 4 for the First United Methodist Church, Eastpoint. She continues to work in Afterschool as a teacher and tutor for the First United Methodist Church. Prior to entering education, she worked for 30 years in the private sector. Further, She is a member and treasurer for the First Baptist Church of Saint George Island.

Pamela Marshall,
Mrs. Marshall has 32 years invested as a teacher in Franklin County Schools. This year marks her 3rd term as a certified Board member. She is also a Post 82 Auxiliary member and a Guardian Ad Litem volunteer.

District 3
Fonda Davis Sr., Vice Chairman
Fonda D. Davis, Sr., a native of Apalachicola, attended and graduated from Apalachicola High School, Class of 1987. He is married to Soudra Lynn-Frazier Davis and together they raised Fonda Jr. & Soudra’s baby sister, Shenita, as their daughter; five adorable grandchildren are also his heartbeats. Fonda is the co-owner of Davis Daycare Center, Inc., and has been employed by the Franklin County Board of County Commissioners for more than 30 years; he currently serves as the Director of the Franklin County Department of Solid Waste & Recycling, Animal Control, and Parks and Recreations. As an active community volunteer, he's dedicated to service: a good-standing member at Friendship Missionary Baptist Church, as an Ordained Deacon, and Youth Director, and serves as the Vice President of the Hillside Coalition of Laborers for Apalachicola, Inc., (H’COLA), the Assistant Fire Chief on the Apalachicola All-Volunteer Fire Department, the Chairman of the Apalachicola Housing Authority, a Member of the local Dr. Martin Luther King, Jr., Advisory Board, and a Member of the Apalachicola Board of Adjustments. When called upon, he gladly volunteers his time helping at fundraisers to benefit individual or community needs. Notably, he is also an active participant in the “Ramp It Up” crew, which consists of a group of community-minded Franklin County residents led by our Sheriff, that build handicapped ramps for Franklin County residents with limited mobility. Fonda is now serving the second year of his first full term on the certified school board. After all, “It’s All About The Kids”

District 4
Stacy Kirvin, Chairman
Mr. Kirvin was elected to the school board in 2014. He is in his sixth year serving as chairman. Mr. Kirvin graduated from Apalachicola High School in 1980. He graduated from Gulf Coast Community College in 1982 with an AA degree and from the Florida State University School of Business. In 1984 with a BA in Marketing. Mr. Kirvin has been a consultant for the Florida School Boards. Association for the last six years. This position has given him the opportunity to work in many districts across the state of Florida. Mr. Kirvin is a certified board member and, along with the entire school, a Master Board Certified school board.

Jared Mock
Jared Mock is a lifelong resident of Franklin County. Jared attended Carrabelle High School until his junior year when Franklin County consolidated all schools. He was an athlete who excelled at football & baseball. Jared is married to Brandice Mock and they have a son, Gunner, who attends FCS. He and his family are members of The Carrabelle Christian Center. Mr. Mock is currently serving his first term on the school board and brings new and innovative ideas to the table.

Site Shortcuts
Typically, our regularly scheduled board workshops are at 5:00 p.m. on the 3rd Monday of every month, and regular meetings are at 5:00 p.m. on the 4th Thursday of each month. All workshops and meetings are held in the Willie Speed Board Room, 85 School Road, Eastpoint, Florida 32328 unless otherwise noticed. Please double-check the district calendar for school board meetings as the days set may change due to school events or holidays that fall on Mondays. Thank you.
In accordance with Florida's Sunshine Law, all meetings are open to the public, except Executive Sessions.
The School Board may also schedule public hearings as needed. These are open to the public and allow for public participation on a particular issue before the School Board takes formal action.

Superintendent, Steve Lanier
Superintendent Steve Lanier was elected Superintendent of Schools in November 2020. A retired Navy Commander with 27 years on active duty in various leadership positions, he holds a Master of Public Administration degree from the University of Oklahoma. Lanier is committed to supporting and improving the Franklin County School District.
